After nearly six months of careful preparations, the Cardiovascular Experts Committee of National Health and Family Planning Commission for Capacity Improvement and Continuous Education (hereinafter referred to as “Cardiovascular Expert Committee”) was established on October 12th, 2017 at GW-ICC, Beijing, China., Professor Ma Changsheng (Vice Chief Editor of CVIA) is elected Director of the committee; Academician Han Yaling, Academician Zhang Yun, Academician Chen Yihan, Professor Wu Yongjian, Professor Chen Shaoliang are elected Vice Director; Professor Tao Ling is elected secretary general; Professor Chen Buxing is elected deputy secretary-general. The establishment ceremony was chaired by Prof. Tao Ling. More than 50 committee members participated the ceremony, including Yang Aiping (Director of Capacity Improvement and Continuous Education Center of National Health and Family Plannning Commission), Song Xianbao (Director of Continuous Education Center), Cai Jingchuan (Deputy Director of Information Project Office), Zheng Chaoying (Director of Medical Department of Information Project Office), Professor Ma Changsheng , Academician Chen Yiyan, Academician Han Yaling, Professor Wu Yongjian and Professor Chen Shaoliang. Director Yang Aiping, Professor Ma Changsheng and Professor Chen Shaoliang gave addresses on the background, tasks, objectives of the committee in the ceremony, respectively.

Director Yang Aiping stated that current medical education in China is unsystematic, chaotic and slow. Therefore, National Health and Family Planning Commission sets up this Capacity Improvement and Continuous Education Center, the core task of which is to regulate China’s continuous medical education and construct a scientific, standardized and authoritative medical education system. In recent years, under the leadership of National Health and Family Planning Commission, the Capacity Improvement and Continuous Education Center has done a lot of work focusing on the research and development of the “Guidelines for Continuous Medical Education in China” and establishment of a national centralized medical education network platform. Establishment of the Cardiovascular Expert Committee, unlike ordinary associations which organizes work by individual doctors, is on behalf of the central government to help regulate the reform and development of medical education in China. The specific tasks of the committee include:

  1. Set standards for the establishment of other expert committees
  2. establish a platform to improve the cardiovascular education resources
  3. carry out national standardized training demonstration according to “Guide of Continuous Medical Education of China”
  4. construct and promote the database of continuous medical education.

The committee will also assist the Center for Capacity Improvement and Continuous Education in promoting the implementation of the National Health and Family Planning Commission’s key project, “Construction of Online Continuous Education Information Platform”, which aims to improve the quality of health care in China and establish a comprehensive education system for health care professionals at various levels and fields. The platform will also provide high quality and standardized medical education to health and family planning related professionals.

Professor Ma Changsheng pointed out in his address that the current training and assessment of cardiology doctors in China is deficient compared to international standards, and continuous medical education guided by proper policies is an urgent task in China. Activities organized by Capacity Improvement and Continuous Education Center of National Health and Family Planning Commission have been anticipated for a long time. The most important way to improve prevention and treatment of cardiovascular disease in China is to improve the prevention and control efficiency. This requires improvement of the quality of medical service delivered by doctors. Proper policies and rules are required to improve and assess the capability of doctors. Establishment of this committee aims to build the related system under the leadership of Capacity Improvement and Continuous Education Center of National Health and Family Planning Commission to provide various forms of continuous education service for cardiovascular doctors of different levels and improve their diagnosis and treatment capabilities. It is highly confident that the task assigned by the Capacity Improvement and Continuous Education Center of National Health and Family Planning Commission can be completed successfully. Furthermore, with this new platform, we will be able to explore new ideas and complete new tasks.

After the inauguration ceremony, the expert committee held their first meeting. Professor Ma Changsheng briefly described the work and strategy; Director Zheng Chaoying gave a detailed introduction of the tasks and work processes and shared experience of other associations. Director Yang Aiping and Professor Ma Changsheng issued letters of appointment to the members of the 6 study groups: hypertension, hyperlipidemia, coronary heart disease, arrhythmia, structural heart disease and heart failure. As summarized by Professor Ma Changsheng: we have felt deeply the deficiency in our medical continuous education and we are lucky to have this reform. We believe all experts will contribute their experience and we will strive to create a new era of medical continuous education in China.
